PlayStation 4 Error Code CE-32928-4
In the course of using your PlayStation 4 device and you encounter this error code, then it could only mean that the download has been canceled because the download of this content had already been started and presents an error.
To fix this problem, go to Notifications, then Downloads, and check if the content is on the list. Once the content had been found, delete the content and try downloading it again from the library. After trying this, if you find out that you are unable to download the content again, then you’d have to back up your data using a USB device or using PS Plus. Now, start your system in Safe Mode and try rebuilding the database. Once that is done, restore the data and try downloading the library content again.
Finally, if after you have done all these and the error persists still then the way out would be to initialize your system (Settings > Initialization > Initialize PS4 and force initialization of your PlayStation 4).
