This error code usually appears when you try to log in to PSN with an account that is already linked to another local user. To fix this error code now becomes easy because all you have to do would be to change the user to enable you to log in with the current account.
In a situation where you want to link your PSN to a local account other than a PS4, then the first step would be to delete the user that you’ve linked and create a new one. The step is carried out because it is impossible to unlink a PSN account from a user. To do this, go to Settings > Users > Delete user.
